In fact, it strongly depends on what was your opinion of the previous codex. If you felt like the old codex was underpowered and badly needed a boost - I'm afraid you're in for a disappointment. If you were fine with the old codex, you'll be fine with the new one either.
Simply put, the new codex is stuck on the same power level as the old one, more or less. And it still has pretty much zero good anti-air defense.
I'm in the camp that says the old codex was still very much viable and a little too good in places. The main grumble I'm hearing is that they got worse in the psychic department, especially farseers, with little psychic defence.
Zero good air defence? The crimson hunter is the best of the new codex flyers at taking down enemy aircraft. Throw in an autarch for reserve modification and you have a free shot at an enemy flyer with a strong chance of downing it.
